PLYURA, TOO (the “Operator”), the operator of the Toptar service (the “Service”), does not tolerate child sexual abuse and exploitation (CSAE) in any form within the Service. These Standards define what is prohibited, how to report a violation and how the Operator responds. The Standards are published in accordance with the requirements of the app stores and the legislation of the Republic of Kazakhstan and form an integral part of the Public Offer of the Service (clause 8.4).

1. User age

1.1. The Service is intended exclusively for persons aged 18 and over (clause 5.1 of the Public Offer). Users state their date of birth at registration; registration with a date of birth corresponding to an age under 18 is rejected.

1.2. If the Operator becomes aware that an account belongs to a person under 18, the account is blocked and the collected data is deleted in the manner established by the Privacy Policy.

2. What is prohibited

2.1. The following is prohibited in the Service:

  • any material depicting child sexual abuse (images, video, text, links), as well as storing, distributing or requesting such material;
  • sexualisation of minors in any form, including drawn, animated and generated content;
  • grooming, sexual harassment and solicitation of minors for sexual activity, blackmail and extortion using intimate material (sextortion);
  • child trafficking, advertising, organising or facilitating exploitation;
  • polls, comments and other material that normalise, justify or promote any of the above.

2.2. A violation of any of these prohibitions results in immediate removal of the content and a permanent account ban without warning, regardless of other provisions of the Public Offer.

3. How to report a violation

3.1. In the app: open the menu of a poll or a user profile, choose “Report”, select the closest reason and describe the situation in the comment field. A comment is reported via the profile menu of its author (indicating the link or the text of the comment in the description field) or by email (clause 3.2). You may additionally block the author — their content will no longer be shown to you.

3.2. By email: support@toptar.kz, subject line “Child safety”. Include a link to the poll, comment or profile and briefly describe the violation. Do not forward the material itself — a link is sufficient.

3.3. Anyone may report a violation, including persons not registered in the Service. Contacting the Operator does not replace contacting law enforcement: if a child’s life or health is at risk, call 102 (Kazakhstan) or your local emergency number.

4. How the Operator responds

4.1. Child safety reports are handled with priority. Access to the content is restricted immediately after an initial check, and a reasoned reply is sent to the reporter within 10 (ten) calendar days (clause 8.2 of the Public Offer).

4.2. When a violation is confirmed, the Operator removes the content, permanently bans the account and the sign-in identifiers linked to it, and takes available measures to prevent the violator from re-registering.

4.3. Material and account data required for an investigation are retained for the period needed to hand them over to the competent authorities (clause 11.2 of the Privacy Policy) and are not used for any other purpose.

4.4. The Operator reports identified violations to the law enforcement authorities of the Republic of Kazakhstan and may also report child sexual abuse material to international organisations that accept such reports (including the National Center for Missing & Exploited Children, NCMEC, via the CyberTipline) in the manner set by their rules.

4.5. Requests from competent state authorities and distribution platforms (Google Play, App Store) are fulfilled within the time limits set by law and platform rules.

5. Compliance with the law

5.1. The Standards are applied with regard to the Law of the Republic of Kazakhstan “On the Rights of the Child in the Republic of Kazakhstan”, the Criminal Code of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan No. 18-VIII of 10 July 2023 “On Online Platforms and Online Advertising”, and the Google Play Child Safety Standards policy.

5.2. The Operator revises the Standards when the law or platform rules change. The current version is always available at the address of this page.
